Katiwalian, hindi pensiyon ng military/other uniformed personnel (MUPs), ang nagpapahirap sa bansa. Puksain ang katiwalian para mabayaran ang MUP pensions, P128.7 bilyon ngayong 2023:

(1) Kumi-kickback ng 42% mga opisyales sa infrastructure projects. P428.4 bilyon ‘yon ng P1.02-trilyong infra-budget sa 2023 – tatlo’t-kalahating-taong MUP pension.

(2) ‘Di pa kuntento, sila rin ang umaaktong kontratista at supplier, 15% pang tubo. P153 bilyon ‘yon ng P1.02 trilyon – mahigit sa MUP pensions para 2023.

(3) Umutang ang Duterte admin ng $900 milyon o P49.5 bilyon pangontra pandemya. Winaldas ang P42 bilyon sa pekeng pandemic supplies, P12.5 bilyon sa Pharmally pa lang ng presidential adviser na taga-China. Pang tatlong buwan MUP pensions sana ang P42 bilyon.

(4) Binubulsa ng mga mambabatas ang taunang flood control funds, P183 bilyon ngayong 2023. Pang 15 buwan MUP pensions na ‘yan.

(5) Kumabig ng P19.8 bilyon ang “government-sponsored sugar cartel”. Bumili ng P11 bilyong Thai sugar at ibinenta nang P30.8 bilyon. Dalawang buwan MUP pension ang P19.8 bilyon.

(6) Umutang ang Duterte admin sa China ng P12.2 bilyon para itayo ang 72-metrong Kaliwa dam. Binulabog ang 6,000 taga-tribong Dumagat, at maari bahain ang tatlong bayan sa ibaba. Kung 7-metrong weir ng Japanese constructor ang ginawa, 25% lang sana ang gastos. Pang dalawang buwan MUP pension sana ang sinayang na P12.2 bilyon.

(7) Pinaka-tiwali sa Customs. P100,000 “tara” kada cargo container, o P237 bilyon kada taon mula sa 1.58 milyong­ 40-footers at 790,000 20-footers. Limang ulit ‘nun, P1.185 trilyon, ang nawalang buwis at import duties nu’ng 2022 pa lang – pang 9 taon MUP pensions.

UNANIMOUS ang 24 senador sa resolusyon nu’ng Agosto­ 1. Kinondena nila ang pang-aagaw ng China sa West Phi­lippine Sea. Tugon nila ‘yon sa surveys na 84% ng mga Pili­pino ay nais igiit ang karapatang pakinabangan ang isda, langis, bahura at buhangin sa WPS.

Isang paraan ng paggiit ang pagbarena ng langis at gas sa Recto Bank (tinalakay ko kahapon). Marami pang ibang paraan:

– Idulog ang isyu sa United Nations General Assembly.

– Pagbayarin ang China sa pang-aagaw ng yamang dagat.

– Patrolyahan ang mga bahura at pangisdaan.

Isang taon ang paghahanda para sa una, ani dating­ Am­­bassador to the UN Lauro Baja Jr. Dapat kunin ang suporta ng America, Britain at France na permanent members ng UN Security Council. ILANG beses ba kailangang pakiusapan, pilitin, paalalahanan­, payuhan ang PNP: Magsuot ng body cameras sa lahat ng operasyon kontra-droga.

Ang body-cam videos ay resibo ng mga kaganapan. Mga ebidensiya ‘yon na tatayo sa korte. Sino mang maysala ay bistado.

Sa Wi-Fi ng body-cams mamo-monitor ng command center ang nagaganap sa field. Makikita kung tama o mali ang kilos ng mga pulis.

Body-cam videos ang sasagot sa mga paratang. Makikita sa replay kung totoong nanlaban ang suspek, bumunot ng armas at nabingit ang buhay ng mga pulis kaya tinumba siya. Ligtas ang pulisya sa paratang ng human rights violations.

Sa body-cam video rin napapanood kung umabuso ang pulis, nagtanim ng ebidensiya at nag-”salvage”. Madi­disiplina siya.

 

Kamakailan nagbintangan ang mga heneral ng PNP tungkol sa pagpapalaya sa raid sa drug lords. Anang dalawang heneral, inutos daw sa kanila ang pagpapakawala sa suspeks. Sagot ng dalawang nakakataas, wala silang gan’ung utos at pinalaya na raw ang suspeks bago sila dumating sa eksena.

Kung may body-cams ang mga operatiba, e di na-video sana kung sino ang nag-utos ng ilegal na pag-absuwelto sa suspeks, ani House Deputy Majority Leader Ralph Recto. Huwag na sana umasa ang pulis sa video-cams sa mga poste o tindahang malapit sa raids, dagdag niya.
