Kinapon mismo ni Ombudsman Samuel Martires ang kampanya kontra korapsiyon. Hindi na puwede basta makuha ng press at publiko ang taunang Statements of Assets, Liabilities and Net Worth ng opisyales. Dapat may pirmadong pagsang-ayon ang opisyal bago ito ibigay sa humiling. Matitigil na umano ang pag-weaponize sa SALNs ng mga karibal sa politika. Ititigil na rin ng Ombudsman ang lifestyle checks sa mga pinaghihinalaang kawatan. Hindi naman daw nakikita roon kung labis sa legal na kita ang pamumuhay ng salarin.

Pinuna ni ex-Ombudsman Conchita Carpio Morales ang dalawang kilos ni Martires. Binalewala umano ang prinsipyo sa Konstitusyon na “public office is a public trust”. Labag daw sa batas ang pagtago ng SALNs. Walang dahilang pinaboran ang mga politiko, batikos ng mga abogado. Nu’ng 1992 tinuya ni Comelec chairman Christian Monsod ang mga kandidatong nagpapa-exempt sa gun ban, “Kung ‘di ninyo matiis ang init, lumabas kayo sa kusina ng halalan.”

Marami nang nakalaboso sa tulong ng SALNs at lifestyle checks. Radikal ani Pangulong Duterte ang solusyon niya sa katiwalian. Kailangan daw nito ang bagong batas. Sasali siya mismo sa hearings ng Kongreso.

Nagpapakitang ganado kontra korapsiyon si Duterte. Pero tila hindi interesado ang mga appointees niya. Kontra-pelo sila sa kanya.

Ehemplo ang pagkontrata sa kumpanyang kapos sa kapital para sa P107-bilyong expansion ng Manila International Airport. Pinaspasan ito nang tatlong linggo nu’ng Hulyo, bunyag ni Rep. Jericho Nograles. Naka-skeletal force noon karamihan ng mga ahensiya dahil sa pagdami ng COVID-19 infections. Pinanagot ni Nograles ang mga transport at MIA officials. Sa kawalan ng transparency, linabag ang Build-Operate-Transfer at ang Procurement Reform Acts. Binigyan ang kontratista ng mga pribilehiyo na ipinagkait sa karibal kaya umatras ang huli.

Alam ng transport appointees kung saan nauuwi ang kakapusan ng kapital. Nu’ng 2012 ang kumpanyang P625,000 lang ang hawak ay binigyan ng P56 milyon kada buwan para imentena ang MRT-3. Ibinulsa nito ang bayad pero iniwang sira-sira ang mga tren, riles, signaling, power supply, at mga istasyon. Nu’ng 2013 isa pang fly-by-night na dating nasentensiyahan sa panloloko ay binigyan ng P3.8 bilyong paggawa ng vehicle registration plates. Ang dineliber, huli at kulang-kulang, ay mga bakal na plates na nalulukot sa tubig baha. Binulgar dito sa Sapol ang pagtatakip sa shortcuts sa dalawang naturang kontrata.

Hindi sinisilip ng Energy Regulatory Board ang isa pang binulgar ni Nograles. Ito ang walang permisong paniningil ng pribadong grupo ng P2 bilyon kada taon ng government fees mula sa electricity wholesale market. Mga kamag-anak ng Duterte appointees ang nakikinabang sa kapos-kapital na grupo. Presidential appointees din ang mga nasa-ERB. Sana hindi sila nagtatakipan. (Itutuloy bukas)

Sana aralin ‘yan ng mga nagplano ng Sangley Point International Airport pero hindi sinangguni sa Philippine Navy. Nang ipre­senta ang SPIA Project kay President Duterte nu’ng Peb., hindi binanggit ang mga gigibain o ililipat. Kabilang diyan ang:

– 207 gusali, pier, gawaan ng barko, airstrips, hangars, imbakan ng petrolyo, arsenals, tore ng komunikasyon, training sites, ospital, weather station, gasolinahan, sports centers, gyms, kantina, at barracks;

– 19,999 sailors at empleyado, espesyalista sa maraming linya; at

– 738 na pabahay, tatlong paaralan ng 2,300 na anak, at plaza, palaruan, simbahan, at community halls ng mga pamilyang Navy.

Kinaligtaan na estratehiko ang Sangley base sa depensa ng Manila Bay at sentro ng gobyerno. ‘Yun ang daungan ng Philippine Fleet, at kampo ng mga Navy commandos, piloto at espesyalista sa digmaang pandagat, engineering­ battalion, at signals. Sampung kilometro lang ang tawid sa Bay, alternatibo ang Sangley kung sakaling, huwag naman sana, mapilay ang himpilan sa Roxas Boulevard, Manila, halimbawa ng lindol.

Inutang sa China ang P550 bilyong pampatayo ng SPIA. Kapalit, kinontrata ng kapitolyo ng Cavite ang state firm, China Communications Construction Company, para sa proyekto. Balik din sa China ang pera. Pero gagasta ang gobyerno ng daan-daan bilyong piso pa para magtayo ng mga pamalit na pasilidad, pabahay at paaralan para sa sundalo’t kaanak. Mapapasa-kamay ng China ang estrahikong base ng Navy.

Mahalaga para sa morale at galing ng sundalo ang pangangalaga sa kanila at mga pamilya. Kasama ru’n ang pabahay at paaralan. Panira sa morale at trabaho kung ipagtabuyan sila ng gobyerno. Inaasahan ang sundalo na magbingit-buhay para sa bayan. Dapat alagaan sila.

KUNG lumalaban ang bansang ninanakawan ng isda, umaatras ang China. Nitong dekada ilang karagatan ang pinasok ng Chinese poachers. Nirapido sila ng Russia; kinumpiska at sinunog ng Indonesia ang mga lantsa; pinatay ng munting Palau ang nanlaban na kapitan. Kung hindi binangga ng mga bangka ng Vietnam ang barkong pandigma ng China, naipuwesto sana ng Beijing ang higanteng oil rig sa Paracel Islands.

Mayo 2016 nang huling nang-aresto ang Pilipinas ng Chinese poachers. Dalawampu’t lima sila sa dalawang lantsa. Namasok sila sa teritoryong dagat sa pagitan ng Batanes at Babuyan islands. Nagpanggap na mga Pilipino at may bandila pa ng Pilipinas ang mga sasak­yan. Pero nakabaliktad ang kulay; pula ang nasa itaas, animo’y giyera. Dinumog sila ng coastguards at fisheries bureau. Huli, sakdal, kulong!

Mula nu’n malambot na ang Pilipinas sa China. Sinabi ni President Duterte na pagbigyan silang dumayo sa West Philippine Sea. Pinaatras ang Navy mula sa joint exercises ng mga kaalyadong US, Japan, at Australia.

Epekto: Hunyo 2019 sadyang binangga ng bakal na trawler ng Chinese maritime militia ang kahoy na bangkang Pilipino na naka-angkla sa Recto Bank, Palawan. Inabandona ang 22 mangingisdang tumilapon sa madilim at ma­lamig na dagat. Walang sinakdal. Hindi pinagbayad ang mga salarin. Takot ang mga Pilipinong lumayag sa WPS.

Pebrero 2020 tinutukan ng mga armas pandigma ng Chinese navy ang patrol ng Pilipinas sa Malampaya, Palawan. Prinotesta ng Pilipinas ang pambubusabos. China pa ang nagalit. Kesyo raw naghahamon ng gulo ang Pilipinas sa tahimik na karagatan. Tayo pa ang kontrabida.

Kapag hindi igiit ng Pilipinas ang karapatan sa sariling dagat, lalo lang aabuso ang China. Nirerespeto ng China ang lakas, at tinutuya ang kahinaan, ani sinologist at dating Australian prime minister Kevin Rudd.

Dinagsa ng 260 Chinese fishing trawlers ang gilid-dagat ng Ecuador sa South America kamakailan. Naalarma, pinatrolya ng Ecuador Navy ang Galapagos Exclusive Eco­nomic Zone nila. Isa ang Galapagos Islands sa pinaka-ma­yaman sa laman-dagat, hayop, at halaman sa mundo. Doon nagsaliksik si Charles Darwin ng Pacific Ocean nu’ng siglo-1800. Kapag nalaspag ang Galapagos, panda­igdig ang wasak sa kalikasan. Tumulong ang mga kapit-bansang Costa Rica, Panama, Colombia, at Peru na pro­testahin ang Beijing sa pagnanakaw ng isda.

Palusot ng mga Chinese nasa international waters sila sa labas ng 200-milyang EEZ ng Ecuador. Pero naglalayag sila ng mahahabang fishing lines para painan ang mga pating mula Galapagos. Nawala ang isang balye­nang may satellite tracker, kaya nag-aalala ang Ecuador na nabitag ito ng poachers. Hindi nila tiyak kung ano na ang laman ng 260 barko. Pero nu’ng 2017, nang mahuli ang isang Chinese trawler sa loob ng Galapagos, tumambad ang nilambat na 300 toneladang isda — o 10,000 banyera — karamihan endangered hammerhead shark. Isa sa bawat tatlong shark fin na binebenta sa Hong Kong ay specie na nakaw sa Galapagos, anang NGOs na World Wildlife Fund at Seafood Source.

Binibiktima rin ngayon ng Chinese poachers ang Senegal, Liberia, at Ghana ng ilegal na estilo, walang-habas, hindi inuulat na pangingisda. Tumakas sa multa mula Sierra Leone ang tatlong nahuling trawlers. Pati sa West Africa, Atlantic Ocean, nambu-bully din ang China. Lumalaban ang mamamayan doon sa pag-ubos ng yamang dagat at pagkain nila.

“Parang walang pandemya.” ‘Yan ang puna nina Se­na­tors Ralph Recto at Frank Drilon sa panukalang pambansang budget sa 2021. Hiwalay na Sabado namin sila ininterbyu sa Sapol-DWIZ. Pareho silang nagtaka kung bakit ‘di akma ang budget pangontra sa COVID-19 sa taon na papasok.

Inehemplo ni Recto ang budget ng Dept. of Health. Dapat daw mas malaki ang ipondo sa 2021 para panggamot sa mas maraming maiimpekta ng coronavirus, bukod sa panggamot sa TB, cancer, dengue, diabetes, atbp. Pero kung isasama ang subsidiya sa Philhealth, mas mababa nang P50 bilyon ang sa 2021 kaysa nitong 2020. Kapiranggot lang din ang P2.5 bilyon para sa mga bakuna kontra tigdas, polio, beke, tipos, atbp. Aba’y bakuna sa C-19 pa lang ay P60 bilyon ang kailangan. Ito’y para ma-herd immunity ang 60% ng populasyon, o 60 milyong Pilipino, sa balitang halagang P1,000 kada bakuna.

2021 pambansang budget ‘tila hindi pang-pandemya’

Kapansin-pansin kay Drilon ang Dept. of Social Welfare and Development. Wala ni isang kusing na nakalaan para sa ayuda sa 2021 para sa 18 milyong pinaka-maralitang pamilya. Wala ring pampasigla sa ekonomiya para magka-hanapbuhay muli ang 20 milyong nawalan.

Nasaan ang pondo? Ito ang lihim na bulgar.

Tulad ng dati, labis-labis ang nakalaan sa Dept. of Transport at ng Dept. of Public Works and Highways. Sa DOTr ang mga mararangya na projects na wala naman kapararakan. Halimbawa ang tatlong istasyon lang ng Metro Manila subway sa isang 11-km sulok ng Quezon City para may maipagmalaking nagawa ang administrasyon sa 2022. Sisimulan gastahin ang P52 bilyon na inutang, miski may jeeps at tricycles sa ruta

Sa DPWH isiningit ang «congressional insertions». ‘Yan ang tawag ng mga kongresista sa ilegal na pork barrels nila. Mula sa kanya-kanyang bilyon-pisong laan na pork, nag-iimbento sila ng proyekto na pagkukumisyonan nang 20-50%. Pinaka-simple ang «flood control» — dredging ng mga ilog — pero di-masukat ang lalim, lapad at haba.
