Nu’ng sumunod na taon kinongkreto ng China ang bahura bilang naval at air base. Mula ru’n tinatakot ng mga barkong pandigma ng China ang mga Filipino surveyors ng langis at gas sa Recto (Reed) Bank ng Pilipinas.
