“Then the battle began at dawn, bolos and spears versus guns and cannons; when Magellan was hit on his neck, he stumbled down and cried and cried….” Naganap ang Labanan sa Mactan 500 taon noon ng April 27. May eksenang wala sa awit ni idol kong Yoyoy Villame. ‘Yon ang matinding pagtutol ng alipin ni Ferdinand Magellan­, ang Malay na bininyagang Enrique, sa paggiyera sa mga kalahi niyang kayumanggi. Nasa barko lang si Enrique, na ani historian Carlos Quirino ay kapwa-Cebuano ni Lapu­lapu.

Nang mapatay si Magellan, tinalikuran ng bayaw niyang Duarte Barbosa ang huling habilin na palayain ang alipin. Iginiit ni Barbosa na dapat daw manahin si Enrique ng kapatid niya, asawa ni Magellan. Sa galit, tumalon sa dagat si Enrique at bumalik sa pusod ng Malay Empire, na ngayo’y Pilipinas, Indonesia, Malaysia at Brunei.

Nabihag si Enrique ni conquistador Magellan sa Mo­luc­­cas sa kapuluang Malay, taong 1511. Inalipin ang 14-anyos at iniuwi sa Europe. Nang mapatay si Magellan sa Mactan tumalilis ang mga natitirang tauhan pauwing Europe, via Indian Ocean. Kaya sina Kapitan El Cano, Padre Pigafetta at 16 na crew ang kinilalang unang circumnavigators.

Mali sila. Si Enrique na Malay ang unang nakaikot. Nang dalhin siya sa Europe mula Moluccas, nakalahati na niya ang biyahe. At nang bumalik siya sa kapuluan via Atlantic at Pacific, nabuo ang ikot. O di ba?

Ika-13 buwan na ng pandemic lockdown; 13 na ring ka­ibigan at kadugo ang pumanaw sa COVID-19. Bukod pa sa bilang ang namatay sa ibang sanhi, at mga di ko ga­anong kilalang kaanak ng katrabaho o kapitbahay. Tiyak ko dumanas din kayo ng ganyang dalamhati. “REGULATORY capture” ay pagsuko ng ahensiya ng kapa­kanan ng publiko sa interes ng industriya. Laganap na uri ‘yon ng katiwalian. Lahat tayo apektado, napipinsala, nabibiktima. Ilang mga ehemplo:

(1) Mali-maling textbooks. Hinahayaan ang iresponsableng awtor o tagalimbag. Nabobobo ang mag-aaral sa Agham at Araling Panlipunan.

(2) Nagbabagsakan sa board exams. Pinalulusot ang mga kolehiyong “diploma mills”. Lugi ang graduates sa tinustos na tuition.

(3) Malimit na aksidente sa highway. Nililisensiyahan ang pabaya na tsuper at bus operator. Marami tuloy nama­matay at nalulumpo.

(4) Monopolyo ng isang ride-hailing service ang Luzon. ‘Di patas ang pagtrato sa kompetisyon. Walang mapagpilian ang mga sumasakay.

(5) Malimit na sunog o kolapso ng gusali. Nasusuhulan ang mga inspektor ng konstruksiyon at kagamitan. Wasak ang mga ari-arian.

Mababatid sa mga ehemplo na lahat ng aspeto at pangangailangan sa buhay ay nagagambala ng regulatory capture. Dapat lang ibunyag ang mga katiwalian at ikulong ang mga nakikinabang.

Maraming librong tumatalakay sa kolapso ng Soviet Union nu’ng 1988-1991 at pagkalaglag ni President Mikhail Gorbachev. Kesyo dahil ‘yon sa away ng 11 republika kontra sa pamahalaang sentral sa Moscow. Kesyo dahil naubos ang pera ng Soviet Union sa paligsahan ng armas sa America. Kesyo hindi na napapanahon ang sosyalismo o angkop sa ugali ng tao. Kesyo maraming mali si Gorba­chev. Kesyo sumabog sa mukha ng mga kalaban niyang maka-diktadurya ang kudeta laban sa kanya at sa halip ay nanaig ang demokratikong paksiyon ni Boris Yeltsin.

Ang kakaibang katotohanan ay ang naganap matapos magbitiw si Gorbachev. Sunud-sunod ang mga nakatakdang parangal sa kanya. Pero lahat ay tinanggihan niya. May mas mahalaga siyang aasikasuhin. At ‘yon ay ang pag-aalaga sa asawa nang 50 taon, si Raisa Maksimovna.

Kalilitaw lang noon ng masakit at malubhang leukemia ni Raisa. Nabatid nila ‘yon sa mahabang biyahe sa ero­p­lano min­sang sumama si Raisa sa asawa tawid-dagat. Tina­­ningan siya ng mga doktor. Pinasya ng mag-asawa na lubusin ang mga natitira nilang panahon ng pagsasama.

Matapos likhain ng Diyos ang planeta, ipinasyal Niya rito si Miguel Arkanghel. “Tatawagin Ko itong Mundo, at pupunuin Ko ng Balanse.” Tinanong ni San Miguel kung ano ang Balanse, at ipinaliwanag ng Diyos. “Ehemplo ‘yang hilagang Uropa na ginawa Kong mayaman at ma­unlad, pero malamig at malupit ang panahon. Samantala doon sa timog Uropa ay maralita, pero maaraw at kaiga-igaya.”

Inikot nila ang mga kontinente. “May mga ginawa Akong sagana sa tubig, at iba naman ay tuyot na disyerto. Dito ay sobrang init, at doon ay todo-lamig sa kapal ng yelo.” Namangha si San Miguel sa Mundo. Napansin niya ang kulumpong ng mga isla at tinanong kung ano ‘yun.

“’Yan ang Pilipinas, ang pinakamagandang pook sa Mundo,” ibinida ng Diyos. Diyan magaganda ang mga bay­bayin, ilog, bundok, at gubat. Puro maririkit ang tao sa Pili­pinas. Mapagkumbaba, matalino, masayahin, at magiging pala-biyahe sa buong mundo. Lubhang mapagkaibigan sila, masipag, at matayog ang mararating sa buhay. Kiki­la­lanin sila sa Mundo bilang sugo ng Kapa­yapaan at Pagmamahal.
