NU’NG presidential elections ng 1961, 1965 at 1969 kuman­didato si mekanikong Pascual Racuyal. Malaki ang pangarap niya para sa Pilipinas. Pabububungan at air-con niya ang buong 16 na ektaryang Luneta Park sa Manila. Mabibilang sa daliri ng kamay ang kapwa niya “visionary” na bumoto sa kanya, kaya natalo. Pero nagka-ideya ang mga tusong kandidato. Kahit sino kasing mamamayan na husto sa edad ay maaring kumandidatong pambansa o lokal. Kaya nagpa­takbo sila ng mga peste o nuisance. Kapangalan ito ng sikat na katunggali. Sa gan’ung taktika nilito nila ang botante at nahati ang boto.

Binawal sa Omnibus Election Code ng 1985 ang nuisance candidates. Ito ang mga lantarang nanunuya lang ng halalan, walang totoong interes tumakbo, at nanggugulo lang. Binigyan ng poder ang Comelec na ibasura ang kani­lang certificates of candidacy. Ganunpaman, marami pa ring nampepeste. Nu’ng presidential elections ng 2004, 2010 at 2016 kung sino-sinong mga nagpakilalang “messiah­”, “diwata” at “hari” ang nag-file ng CoC. Ano kaya sila, “Pa­ngulo” o “Panggulo”? Marami ring kapangalan ng reelectionists na senador, congressman, governor at mayor ang tumakbo at nanggulo lang.

Sinira nitong COVID-19 ang ngiti. Ngayon kailangan naka-face mask at shield. Natakpan ang labi; pati sa mata, pisngi at tono ng boses napawi ang ngiti sa tumitingin at naghihintay nito. Sa bahay na lang, kapag nag-iisa o sa ka-bubble na lang nakakangiti. Pero napapangiti ako sa pag-asang lilipas din ang krisis na ito.

Inutos sa Great Britain na isoli ang Chagos Archipelago sa Mauritius, segun ­sa opinyon ng International Court of Justice. Limang bansa lang ang bumoto panig sa Britain. Sa ngayon hindi pa tumu­tupad ang Britain. Pero nawawasak ang reputasyon niya bilang bansang marunong sumunod sa batas ng mundo.

“Malaking tagumpay kung makakuha ng resolusyon ng UN pabor sa iyong bansa. Nangangahulugan kasi ‘yon na suportado ang bansa mo ng mundo. Napapatatag ng lubos­ ang posisyon ng bansa mo, habang nalulusaw ang sa kalaban. Ganyan ang pagdepensa sa pambansang interes. NITONG dekada dumami nang dumami ang mga babae na sumasapi sa United Nations peacekeeping forces. Hinahalo sila sa mga nakakaraming lalaki. Nagpadala pa nga ang India ng isang batalyon ng pulis na lahat babae.

Sumunod ang Bangladesh. Dine-deploy ng UN ang mga babae sa mga bansang may civil war. At ito ang napansin: Una, mas nagtatapat sa kanila ang mga babaing biktima ng gahasa at iba pang abuso. Ikalawa, mas solido ang intelligence na nakakalap nila. Bakit kaya gan’un?

Sinaliksik ng Economist magazine kamakailan ang papel ng mga babaing sundalo at pulis. Sa maraming bansa na tumatanggap ng babae sa sandatahang lakas at pulisya, magkasing-tindi ang pagsasanay ng lalaki at babae. Sa ilan sa kanila, tulad ng America at Britain, pinasasali ang babae sa bakbakan. Patas sila. Pero sa mata ng sibilyang biktima ng giyera, mas mapagkakatiwalaan ang unipormadong babae.

Halimbawa, nagiging mas magalang at masunurin ang mga lalaking sibilyan sa mga babae kaysa lalaki na sundalo o pulis. Ang mga babae at bata ay mas kampante sa piling ng babae maski may dala ring baril. Mas nakikipag-kuwentuhan ang mga sibilyan sa checkpoints kung marami ang babaing sundalo o pulis. Dahil sa ibang trato ng sibilyan sa babae, mas lamang sila sa mga gan’ung operasyon. Namemedalyahan pa nga.

Ang $10 trilyon ay 13% na ng produksyon ng mundo kada taon. Katumbas ‘yon ng P200 araw-araw bawat isa sa 7.9 bilyong tao.

Kung hindi nasasayang sa giyera, ang dami na sanang bahay ang naipatayo, patubig at pananim na napalago, at kabuhayang napatatag. Mapapawi nu’n ang gutom, malubhang sakit at kamangmangan.

Pinaka-malala ang America. Wala siyang declaration of war laban sa sino mang bansa. Pero sangkot siya sa digmaan sa 76 na bansa, 40% ng UN General Assembly. Nambobomba siya kada 12 minuto.
