Pinagtakpan din ng Komunistang China ang pagpa­patahimik at pagdakip sa Chinese doctors na unang nag-ulat tungkol sa sakit. Inilihim din ang pagpayag na bumiyahe ang 5 milyong Wuhanese sa China at abroad, kaya mabilis lumaganap ang impeksiyon sa mundo.

Milyun-milyon ang namatay at nabalda habambuhay ng COVID-19. Bilyun-bilyon ang nawalan ng hanapbuhay at nagutom. Dapat lang bayaran sila ng Komunistang China ng danyos sa perhuwisyo niya.

Balik sa Pilipinas, maraming nagpapalagay na mala-Marcos at -Xi si President Rody Duterte. Kinontrata muli ng Comelec ang kontrobersiyal na Smartmatic Inc. para sa Halalan 2022. Ito’y bagama’t malimit ipinayo ni President Duterte na palitan ang kompanyang Venezuelan sa rami ng ulat ng katiwalian.

Dalawang kontrata na – kabuuang P1.04 bilyon – ang ibinalato ng Comelec sa Smartmatic para sa pambansa at lokal na botohan:

l P637.4 milyon nu’ng Disyembre 2020 para i-refurbish ang 97,345 vote-counting machines (VCMs), at supply ng 109,745 SD (secure digital) main cards, kasing daming bilang ng SD backup cards, at 250,000 cleaning sheets; at

l P402.7 milyon nu’ng Mayo 2021, para sa software ng election management system, VCMs, at consolidation-canvassing system.

Kokontrata pa ang Comelec ng bilyun-bilyong piso para sa vote transmission equipment at accessories, at sa election quick-count at service centers sa araw ng halalan.

Smartmatic ang dating kumontrata ng mga naturang supply at serbisyo. May hiwalay na kinokontrata ang Co­melec para ibodega ang 97,345 VCMs, halos kalahating bilyong piso kada taon.

Smartmatic lang ang nakakakuha ng malalaking hard­ware, software at services deals sa Comelec nu’ng Halalan 2010, 2013, 2016, at 2019. Ibinasura ng Comelec lahat ng demanda ng ibang kompanya ng umano’y panda­raya sa bidding. Binale-wala lahat ng pag-aaral ng information-technology experts ng electronic dagdag-bawas ng boto.

Bagama’t nanalo si Duterte nung 2016 sa sistema at VCMs ng Smartmatic, ilang beses niyang binanggit na bumago sa ibang kontratista at paraan ng automated election systems. Anim sa pitong Comelec commissioners ay appointees niya. Pero sa Mayo 2022 hocus-PCOS (precinct count optical scanners) pa rin; binago lang ang tawag: VCMs.

NU’NG Agosto 30, Araw ng Kagitingan, tinawag ni President Duterte na bayani ang health workers na nasa frontline kontra pandemya. Sa araw ding ‘yon nag-walkout sa tra­baho ang libong nurses at technicians ng 12 ospital na pri­bado at gobyerno. “Kung totoong mahalaga kami, bakit kinu­kupit ng admin ang special risk allowances namin?” anila.

Takda ng Magna Carta for Health Workers at Bayanihan­ Acts ang SRA at mga benepisyo. Pero ilan lang ang bina­yaran; kulang at atrasado pa. Ni walang katibayan na totoong natanggap ng tao ang P539 milyon na SRA mula sa bilyon-bilyong nilaan, anang Commission on Audit.

Makalipas ang dalawang araw, natuklasan sa Kongreso na wala na palang nilaan na pang-SRA sa 2022 national budget ng admin. Akala ba nila matatapos na ang pan­demya, gayong palpak sila sa pag-bakuna, contact tracing, testing at isolation? Mas deadly pa nga ang Delta variant.

Nu’ng Ago. 2020 tinuya ni Duterte ang frontline health workers na mag-rebolusyon. ‘Yon ay dahil­ nagmungkahi lang sila ng timeout para repasuhin ang stra­tehiya kontra pandemya.Malimit purihin ni Duterte ang dating­ Chinese Communist ambassador dahil daw colonel ng People’s Liberation Army. E, barko ng PLA ang tumutok ng missiles sa patrolya ng Philippine Navy sa West Philippine Sea noong 2019.

Pero sa budget ng Department of Health para sa 2022, walang nakalaan para sa special risk allowances ng HCWs. Inusisa ito ni Marikina Rep. Stella Quimbo sa hearing nu’ng Setyembre 1. Nu’ng araw na ‘yon nag-rally ang libong HCWs dahil sa atrasadong bayad ng SRA noon pang Setyembre 2020.

Sagot ni Health Sec. Francisco Duque nakapaloob sa panukalang Bayanihan-3 ang pondo. Mali ‘yon, ani Quimbo. Hindi tiyak na papasa ang bill, pero ang 2022 national budget ay obligado. Bukod du’n tira-tirang SRAs lang mula sa expired nang Bayanihan-1 at -2 Acts ang pondo sa -3. Kapos para sa tig-P34,000 na SRA para sa 148,000 HCWs.

Sa 2022 budget ng Department of National Defense ay zero ang nakalaan para sa pag-ospital ng sundalo at beterano, at pag-repair at pagpalit ng mga lumang makina sa ospital. Nu’n din Setyembre 1, inusisa ni Rep. Jericho Nograles kung bakit wala ang hiling ng Veterans Memorial Medical Center na P300 milyon para sa cobalt cancer therapy, P90 milyon na MRI machine, P36 milyon sa pagtayo ng endoscopy center, P29 milyon sa pag-ayos ng radio therapy at P35 milyon sa upgrade ng pulmonary ICU.

Sagot ni Defense Sec. Delfin Lorenzana binura lahat ng Department of Budget and Management; kunin na lang daw ang pera mula sa kita ng VMMC golf course. Bakit ka pumayag, ani Nograles? Ang taunang kita sa golf course ay P2 milyon lang bago 2020; bumaba nitong pandemya dahil walang naglalaro. Nasa frontline ang sundalo at reservists ngayong pandemya, at utos ng Konstitusyon alagaan ang mga beterano.

Mabuti pa ang kumpanyang Chinese na Pharmally Corp. Kinontrata ito ng admin nang P8.7 bilyon pang pandemic supplies miski dayuhan, walong buwan pa lang, P625,000 lang ang kapital, at walang karanasan. Nalimutan ng admin ang kapakanan ng HCWs at sundalo.
