Dumadagsa ang hinaing ng mga babaing hinihipuan sa jeepneys. Pero hindi akma ang solusyon ng Land Transportation Franchising and Regulatory Board. Isumbong daw agad ng biktima sa tsuper ang manyakis. Nag-sorry ang Bureau of Immigration and Deportation dahil sa airport officers na walang kabuluhang magtanong sa departing passengers. May mga nanghihingi ng bank certificates, college yearbook, at titulo ng bahay at lupa bilang katibayan na hindi pekeng biyahero ang inuusisa. Naghihigpit lang daw sila kontra human trafficking.

MAHIGIT 951,000 ang Pilipino registered nurses. Pero 509,000 lang ang nangasa-ospital at clinics.

Kulang ng 126,000 nurses sa serbisyong kalusugan, nag-aalala ang Department of Health. Kailangan mapunuan ang global standard na 12 nurses sa bawat 10,000 tao sa populasyon nating 111 milyon.

Pero 124,000 nurses ang walang trabaho, hinaing ng maraming samahan nila. Maraming iba pa ang nasa ibang hanapbuhay: call center agent, medical sales rep, at iba pa.

‘Yan ang sitwasyon kaya nagtatalo sina Health Sec. Ted Herbosa at mga lider-nurses. Nais ni Herbosa na pag­trabahuhin sa mga ospital at clinics ang nursing gra­duates na lumagpak sa licensure exams pero 70-74% ang grado. Sagot ng mga lider i-empleyo muna ang 124,000 na walang trabaho.

 

Napakahalaga ng nurses. Sila kalimitan ang unang saklolo sa emergencies. Sila ang pumupuno ‘pag walang general physician sa pook. Pinapayuhan nila ang mga buntis at tinutulungan sa panganganak. Inirerekomenda nila ang pasyente sa mga espesyalista sa mata, taynga, baga, puso, internal organs, buto, muscles.

Samantala kailangan ng tatlong nurse – isa sa bawat otso oras na shift araw-araw – sa bawat 42,000 barangay, o kabuuang 126,000.

Ilang tungkulin nila: tiyakin ang kalusugan at wastong pagkain ng bawat pamilya, kumpleto sa bakuna ang bawat sanggol at bata, bakunado tuwing limang taon kontra pneu­monia ang bawat matanda, bakunado taun-taon lahat ng adults kontra flu at COVID-19.

Mapapayuhan nila ang teenagers na huwag magbuntis, ang mga ina na dalangan ang pagbubuntis, ang mga ama na tumigil manigarilyo. Tagaturo ng first aid at tagapayo sa kabataan kontra droga.

SAMPUNG milyon ang overseas Filipino workers. Limang milyon ang overseas Filipinos – mga dating mamamayan na nag-iba nang citizenship mula sa pag-aasawa o immigration; hindi pa kabilang ang mga anak nila.

Kahit saan dumadagsa ang Pilipino, bitbit ang masasamang ugali. Sa Middle East may huweteng lords dahil maraming mananaya. Sa Southeast Asia maraming sindikato na mandurukot at online scammers. Binibiktima nila ang mga turistang kapwa-Pinoy.

Sa Los Angeles may magkatabing sikat na restaurants. Ang parking lot, halaman at basurahan ng American fast-food chain ay palaging malinis. Ang Filipino fried chicken chain ay makalat. Umaapaw at mabaho ang basurahan. Sa halaman nakasabit ang mga gamít na napkins at ba­syong plastic na baso.

 

Sa Philippine Consulates nag-uunahan sa pila ang mga tao. Hindi nahihiya, hindi nagbibigayan. Asal patay-gutom.

Hindi ‘yan dahil sa kawalan ng pinag-aralan. Nu’ng minsan nag-eleksyon ang University of the Philippines Alumni Association of Southern California. Ang natalong kandi­datong president at mga kampon niya ay nagtayo ng “The New UPAASC”.

Mahigit 7,400 ang samahang Pinoy na nakarehistro sa California. Kasingdami ng isla sa kapuluan. Hiwa-hi­walay, kanya-kanya.

Pero tatlo lang ang Korean associations doon. Isa ang mother group, tapos may women’s chapter at youth chapter. Solido sila.

Ito ba ang “talangka mentality”? Para ba tayong mga talangka sa kalan? Naghihilahan pababa imbis na magtulungan sa pag-angat?

Mahigit 4.2 million ang Filipino-Americans. Karamihan nasa California at New York. Pero walang Pilipinong state o federal congressman o senator. Apat lang ang nag mayor.

Sa Japan halos walang bumubusina sa daan. Itinuturing­ na kabastusan ang pagbeep-beep sa ibang sasakyan o pedestrians. Sa Pilipinas nakakatulig ang ingay ng jeepneys, bus at basurero. Pasire-sirena pa ang mga dumaraang opis­yales.

Sa Europe may mga truck na iniiskoba ang aspaltong kalye at plaza tuwing hapon. Sa gabi bawal ang sasakyan para makapamasyal ang mamamayan. Sa Pilipinas ukab-ukab ang kalye. Ang papanghi ng plaza. Nagkalat ang basura kung saan-saan.

Sa Australia maraming pook pang-picnic. Karamihan libre. Sa gilid ng ilog, lawa, dagat, burol at gubat, naglipana ang mga ibon, bibi, kangaroo. May mga ihawan at gazebo. Malilinis ang mga banyo; may tubig, toilet paper, sabon at pangtuyo ng kamay.

 

Sa Pilipinas nakakadiri mag-picnic. May tae ng kalabaw­, aso’t pusang gala at pulubing namemeste. Kalawangin o giba-giba ang mga pasilidad. Walang ilaw, flush, lababo, tubig, toilet paper, upuan ang inodoro. Ninanakaw ng mga hampas-lupa.

Kung ‘di magbayad doon, mapipilitan ang moto­rista dumaan sa makikitid na bayan-bayan. Nakaharang ang sidewalk vendors. Naninikil ang police patrol.

Naiinggit din ang 10 milyong Overseas Filipino Workers sa kaayusan at kalinisan sa ibang bansa. Ikinukwento nila ito sa kapwa Pinoy. Bukambibig nila: “Sana ganun din dito sa atin.”

Pero ganun pa rin dito: magulo, marumi, maingay.

NASABAT ng pulis ang 7,000 SIM cards sa isang Taiwanese at ka-live-in na Pilipina sa San Jose del Monte, Bulacan nu’ng Hunyo. Anang raiders, hindi lehitimong tindero ng SIM ang suspek kundi cyberscammer.

Kung gan’un, malamang marami pang ibang scammers na nag-iimbak ng SIM cards. Absolute deadline ng SIM regis­tration sa Hulyo 25. Inaapura ng scammers ma-re­histro ang SIMs para manggantso online.

Mahirap mag-imbento ng pangalan, litrato, tirahan, ka­sa­rian at edad ang SIM registrant. Kailangan magprisinta ng government I.D. Hinala ng pulis na ipare-rehistro ang SIMs sa mga totoong tao, maski makalipas ang Hulyo 25. Tapos gagamitin ito sa raket.

 

Malamang throwaway ang cyberscamming SIMs. P40 lang ang puhunan sa bawat isa. Maari suhulan ng P500 ang registrant. Tapos lalansi ang scammer ng libo-libong piso.

Labag sa SIM Registration Act ang pagbenta ng rehis­tradong SIM sa iba. Kuwenta ganu’n ang mangyayari kung magpabayad ang registrant sa scammer. Kulong at multa ang parusa. Hindi puwedeng magpalusot ang maysala na ‘di niya alam na bawal pala ang ginawa niya. Pakay ng batas sugpuin ang cyberscamming.

Babala ng National Telecommunications Commission na ang bayarang registrant ang makukulong kapag ginamit ang SIM na may personal data niya para sa cyberscamming. Sabit siya.

Heto pa ang siste. Maari ring biktimahin ng scammer ang uto-utong pinagrehistro ng SIM. Makukuha kasi niya ang confidential personal data ng registrant. Mula ru’n marami ng panloloko ang gagawin sa biktima.

Walang pinagkaiba sa flying registrant sa halalan ang nagbebenta ng rehistradong SIM. Pinapahamak ang sarili.
