Inalak ng nakaraang administrasyon na wakasan ang 54 taong rebelyong komunista. Pero nu’ng Marso 2022 inamin na bigo ito.

Daan-bilyong piso ang winaldas sa maling estratehiya at taktika. Binuhos ang dahas-militar sa mga baryong kumakanlong sa rebelde. Pero hindi pinaunlad ang kabu­hayan at serbisyo ng gobyerno sa kanila. Nanatili silang api at hikahos kaya tuloy din ang insurgency.

Umupa ng online trolls at influencers para i-propaganda ang kilos-militar. Ni-red tag ang lehitimong Oposisyon at kritiko. Hindi lang mga maka-Kaliwang mambabatas ang binansagang Komunista, kundi pati mga doktor sa baryo at pasimuno ng community pantries.

Hindi ba’t pakay ng counter-insurgency na himukin ang rebelde na isuko ang armas at lumahok sa pakikibakang parliamento? Baliktad ang nangyari. Ang mga lumahok ay tila tinulak sa labanang armado.

Sunud-sunod na generals ang nagsabing 4,000 na lang ang New People’s Army; sa pagretiro trinompeta nila na 2,000 na lang ang nalalabi. Bawat palit sa puwesto, 4,000 na naman ang bilang sa NPA sa simula, at 2,000 ulit ang labi sa pag-alis. Paulit-ulit lang ang press release.

Sayang! Nagamit sana ang pera sa pagbili ng bagong patrol craft ng Navy at Air Force. Mas kailangan ‘yon pan-depensa ng dagat at ere kontra manlulupig. Sa halip nina­kawan tayo ng China ng likas-yaman.

Napuksa ang NPA sa Negros nu’ng turuan sila magpalaki ng sasabunging manok at magpaitlog ng inahin. Tumiba sila sa negosyo. Nabatid nila na mas madaling kumita nang malinis at tahimik kaysa magbitbit ng armas kapalit ang rasyon ng sigarilyo at noodles.

Huwag sana itong gayahin ng bagong administrasyon. Lubog na sa P13-trilyong utang ang bansa. Huwag igugol ang pondo ng gobyerno sa pagpatay kundi sa kabu­hayan. Kaunlaran ang solusyon sa rebelyon.

Ang sinungaling ay kapatid ng magnanakaw. Bulaan ang Chinese Communist Party sa pagsabing kaibigan nito ang Pilipinas. Hinahakot ng CCP fisheries militia ang isda sa dagat natin. Inookupa o pinaliligiran ang siyam na bahura sa West Philippine Sea. Inaangkin ang langis at gas doon. Pati Benham Rise sa East Philippine Sea ay ine-explore ng CCP gunboats. Pinapasok pati panloob na dagat natin: Sibutu Strait sa Tawi-Tawi, at Tubbataha Reefs sa pagitan ng Palawan at Panay.

Hindi kaibigang maituturing ang siga-sigang kapitbahay na namamasok sa ‘yong bakuran at ninanakawan ka ng tanim. Lalo na kung sinasaktan at binabantaan ka pa.

Nanggugulo ang CCP. Mina-machinegun at wino-water cannon ng China Coast Guard ang mga mangingisdang Pilipinong patungo sa mga bahura. Binabangga ng Chinese militia trawlers ang mga bangkang kahoy natin, at iniiwan para malunod ang mga tumatalsik sa laot. Tinututukan ng CCP warships ng armas ang Philippine Navy patrols sa Malampaya gas field. Wino-water cannon din ang PN rubber boats na naghahatid ng pagkain sa Philippine Marines sa Ayungin Shoal.

At matapos limasin ang yamang-dagat sa WPS, nagbabanta pa ang CCP na dadakipin ang mga Pilipinong na­ngingisda roon mula Hunyo hanggang Nobyembre. Labas-masok ang CCP fighter jets sa airspace ng Pilipinas.

Walang balak magpakatino ang CCP. Nagpopondo ng alipores at espiya sa pambansa at lokal na gobyerno natin. Inaakit nang kung anu-ano ang ating mga intelektwal, negos­yante, at opisyales ng seguridad. Pinalalala ang shabu smuggling para ma-adik ang kabataan natin.

Bilang mapayapang bansa, pinuprotesta lang ng Pilipinas ang pambubusabos ng CCP. Iniiwasan ang engkuwentro sa bully.

Binabalewala ng Beijing ang mga protesta. Tinitindihan ang pang-aabuso—kaya’t nakukuha ang ganid na ninanais. Inudlot ang pag-extract natin ng langis at gas sa Recto Bank.

ARTIFICIAL Intelligence (AI) ang ikatlong antas ng computing.

Unang antas ang pag-memorya ng chips sa sinulat­, kinuwenta, nilarawan o isinamusika ng may akda. Pinagaan nito ang bahagi ng utak ng tao na nagsasaulo ng datos. Napadali ang gawaing sining at agham: pag-drawing ng car­toons, pagretoke ng litrato, pagdisenyo ng damit at bahay, pag-asinta ng baril, at pagsaliksik ng gamot at outer space.

Ikalawang antas ang Wi-Fi na nagbunsod ng social media. Nakakapag-usap ang tao nang sabay-sabay mula sa iba’t ibang bahagi ng mundo. Nakakapagpalitan ng audio at video. Dagliang naipapaabot ang balita at babala. Napa­pabilis ang serbisyo ng gobyerno: pag-issue ng permits, reseta sa gamot, ayuda at responde sa sakuna. Napa­bilis din ang pagsuri ng customer sa produkto online, pag-order at pag-deliver.

Sa AI hindi lang memorya at komunikasyon ang naga­­gawa. Gamit ang “machine learning”, nilalamanan ng tril­yun-trilyong datos ang memory chips. Pina-aanalisa ito sa robot para lumikha ng bagong kaalaman. Kung ang lumang robot ay kayang magtahi, assemble ng kagamitan o hugas ng plato, ang AI robot ay kayang “mag-isip”. Kaya natalo ng robot ang world champion sa kumplikadong larong Go. Wala na ring chess grandmaster na makatatalo sa robot. Makagagawa ang AI robot ng iba pang robot at mapapasahan ng dagdag pang “talino”.

Ang nakatatakot sa AI ay kung mapasakamay ito ng malulupit na gobyerno o kompanya. Gagamitin ang robots pansupil sa tao. Ipapa-zap sa robots ang mga kritiko at malayang namamahayag. Tulad ng WeChat at Weibo sa China at ng Vkontakte sa Russia—mga pinagsamang bersiyon nila ng Facebook, Twitter, Viber, Messenger, PayPal, GCash, at iba pa—mamanmanan ang mamamayan. Pasusunurin lahat sa kagustuhan ng diktadurya o ng mega-conglomerate.

Ang lalim na ng isinadsad ng bansa dahil sa korapsyon. Sa pagpasok ng bawat bagong admin umaasa ang madla na maiangat ang moralidad.

Anang mga ekonomista, 20% ng taunang national budget ang winaldas nitong nakaraang dekada sa katiwalian at kapalpakan. Kung halos P5 trilyon ang pondo nu’ng 2021, naibulsa at naaksaya ang P1 trilyon. Sayang. Hindi nagamit sa mga proyektong pang-angat-buhay.

Bulto ng korapsyon ay naganap sa Ehekutibo na pinaka-malaking sangay ng gobyerno. Bahagi ng P1 trilyon ay nahigop ng Lehislatura bilang komisyon sa mga walang kuwentang proyekto ng mga mambabatas. Samantala, sa Hudikatura ay bentahan ng kaso.

Marami nang opisyales ang napreso sa pandarambong. Hangad ng madla tugisin ang iba pa. Bago sumumpa bilang Pangulo si Ferdinand R. Marcos Jr., binanggit niya ang pag­lilinis at pagsasaayos ng Dept. of Agriculture at Bureau of Customs. Pati media nahahawa. Sa pagpapapogi ng opisyales at oligarko, sinusuhulan ang mga ehekutibo sa telebisyon, radyo, diyaryo at online. Sining, akademya at simbahan nako-korap din.

Sinubukan ng mga pangulohang Cory Aquino at Fidel Ramos iangat ang moralidad ng lahat. Ang Moral Resto­ration Movement nu’ng panahon ni Aquino ay naging Moral Regeneration Commission sa ilalim ni Ramos. Sayang, hindi naging tuluy-tuloy. Sana masimulan muli.

Maaring obligahin ang mga mamamayan na magserbisyo militar o sibil. Sabi sa Konstitusyon, Art. II, Pahayag ng mga Simulain ng Estado, Sek. 4:

“Pangunahing tungkulin ng pamahalaan na paglingkuran at pangalagaan ang sambayanan. Maari tawagan ng pamahalaan ang sambayanan upang ipagtanggol ang Estado, at sa ikatutupad niyon, lahat ng mamamayan ay maari atasang maghandog ng personal na serbisyo militar o sibil, sa ilalim ng mga kondisyong itnakda ng batas.”

Sinubukan nang isabatas ‘yan—para handa sa giyera o malaking sakuna pero mali ang mga panukala. Ninais na magserbisyo militar ang mga Grades 11 at 12, edad 16 at 17. Labag ‘yon sa patakaran ng United Nations kontra sa batang sundalo. Dapat mayor de edad, 18, bago pagserbisyuhing militar. Pero may solusyon:

Dahil libre na ang kolehiyo sa Pilipinas, maari isakatuparan ang serbisyong militar sa first at second year, edad 18 at 19. Maibabalik ang Reserve Officer Training Corp. Sa ROTC sasanayin lahat ng estudyante lalaki o babae sa paggamit ng armas, intelligence, pagmamaneho, first aid, signals, bivouac, jungle survival at iba pang kaalamang sundalo.

Puwede rin sa ROTC ang serbisyo sibil. Pagtanggol sa kalikasan. Pagtanim ng puno sa bundok, bakawan sa pampang at gulay sa bakanteng lupa. Paghanda at pagligtas sa kapuwa sa lindol, baha, sunog, bagyo, tsunami o guho. Isama na rin ang pagtatrapik; kaayusan sa loob ng campus, paligid ng ospital, labas ng courthouse, at presintong halalan. Paghukay ng water impounding system sa bawat barangay.

Balik sa high school, sanayin na ang Grades 9-12, edad 14-17, sa paglangoy; pagbasa ng mapa; paghanap ng direksiyon mula sa araw at bituin; pagtanim; pagluto; pagtitipid ng tubig, kagamitan at pera; paggawa at pagkumpuni ng gamit pangbahay; pagkarpintero at pinta.
