NU’NG 2007 pa nalantad ang kartel sa sibuyas, bawang, paminta at luya. Maraming beses pinangalanan sa kongreso­ ang reyna ng kartel. Pinangakong ipakukulong siya sa kasong smuggling, hoarding at pagmanipula ng presyo ng pagkain. Walang nangyari.

Ngayong sumipa ang presyo ng puting sibuyas sa P400 kada kilo mula P120. Ang palusot ng bureaucrats ng Dept. of Agriculture ay dahil walang nagtanim nito sa La Union, Pangasinan at Nueva Ecija. Sa halip, pulang sibuyas lang umano ang tanim kaya kinapos ang supply ng puti.

Laliman sana ng DA bureaucrats ang imbestigasyon. Unang-una, hindi pa panahon ng pagtatanim ng puting sibuyas. Pinupunla ito tuwing Nobyembre, kung pakonti na ang ulan at papalamig ang klima. Aanihin ang puting sibuyas bandang Enero-Pebrero.

Pag-aralan din ng DA bureaucrats ang kartel. Marami nang nawalan ng gana magtanim ng puting sibuyas dahil sa raket nito. Sa legal na imports at smuggling, nagpapasok­ ang kartel ng bulto-bultong sibuyas mula China, Korea at Europe. Iniimbak ito sa cold storages sa Luzon. Unti-unti lang nilalabas para ibenta nang mahal sa palengke.

Bago mag-ani ang mga magsisibuyas, mas lalong nag­papasok nito ang kartel mula abroad. Binabaha ng puting­ sibuyas ang merkado. At dahil puno ng sibuyas ang cold storages, biglang bagsak ang presyo sa farm gate. Pina­pakyaw ng kartel nang mura ang local na ani. Palugi nag­bebenta ang magsasaka. Mabawi man lang ang bahagi ng P300,000 puhunan kada ektarya bago mabulok ang tanim na sibuyas.

Matagal na ring nilahad ang solusyon. Magtayo ang gobyerno ng marami pang cold storages. Hikayatin din ang pribadong sector dito. Pakyawin ng gobyerno ang 50% ng aning sibuyas sa presyong hindi lugi ang magta­tanim. Ipasa ito sa retailers sa palengke para mabawi ang puhunan ng gobyerno. Masaya lahat: magtatanim, tindera, mamimili. Patay ang kartel.

Baluktot ang katwiran ng bureaucrats ng Dept. of Environment and Natural Resources. Kesyo hindi raw nagdudulot ng baha ang rock quarries sa taas ng bundok. Dahil taun-taon ang tag-ulan, natural lang daw bahain ang mga lambak sa ibaba. Bukod du’n, tambak ang basura sa mga komunidad na nagbabara sa mga kanal.

Totoong bumabagyo kada taon. Totoong maiipon ang ulan sa lambak, tulad ng Marikina-San Mateo-Cainta. Totoong­ nakakadagdag sa baha ang basura. Pero kapag kinalbo ang gubat sa bundok, mawawala ang pampigil sa baha. Bubulwak agad sa mga komunidad. Mali ang pahiwatig ng DENR bureaucrats na dapat umalis ang mga tao sa ibaba para hindi mapinsala ng quarries sa itaas.

Mag-aral sana sila ng kasaysayan. Mahigit 500 taon na may naninirahan sa Marikina-San Mateo-Cainta. Ang Cainta noon ay kutang Malay na napapalibutan ng ka­wa­yan at kanyon. Bakit nga ba kung ano ang peste, ‘yun pa ang dumarami? Halimbawa ang ipis. Kapag tag-init namumutiktik ito sa mga imburnal. At kapag umulan nagsisigapang papasok sa drains ng mga bahay.

Buti na lang sa tubig-dagat ito lumagapak. Pero kung napalihis lang nang konti ang velocity, muntik nito tamaan ang lupa ng Palawan, Panay o Zamboanga. Ang Sulu Sea ay internal waters ng Pilipinas. Daanan ito nang maraming barkong domestic at international at bangkang pangisda.

Ni hindi nagbabala ang China sa Pilipinas na binagsakan o Malaysia na dinaanan ng higanteng basura. Nagyayabang ang China na marunong kuno ito magpalipad ng orbital spacecraft, pero hindi naman marunong magkalkula kung saan, anong oras, at paano maiiwas makasira, makasakit o makapatay ang high-tech equipment nito. Nu’ng January 2007 tinira ng Chinese test missile ang lumang weather satellite nito, .75 tonelada, 865 kilometers ang taas. Sa pagsabog, kumalat ang mil­yon-milyong piraso ng bakal—maliit at malaki, lahat kaya bumutas ng spacecraft, stations at ibang satellites.

Sarili lang ang iniisip ng Communist China. Walang pakialam sa iba. Pati mamamayan nito, milyun-milyon kung patayin at pahirapan.

Mag-iisang taon na ngayon ang “revenge tourism”. Gigil na gigil ang Pilipino at dayuhan na bumiyahe matapos ang dalawang taong pandemic lockdown.
