MULA nang ibalik ang Kongreso nu’ng 1987, bumalik din ang pork barrel. Binatikos agad ng journalists ang tinatawag noon na Countrywide Development Fund. Tig-P150 milyon na laan sa bawat senador at P70 milyon sa kongresista kada-taon mula sa pambansang budget. Sila na ang bahala kung anong proyekto ang popondohan. Puro katiwalian ang nangyari. Kinomisyonan nila ang pagbili ng gamot at libro, at paggawa ng farm-to-market roads.

Pati Presidente may pork barrel. Siya na ang bahala sa po­pondohang infrastructure mula sa President’s Social Fund.

Para ikubli ang pagnanakaw, binago nila ang tawag sa pork barrel. Naging Priority Development Assistance Fund. Tinaasan ang parte ng bawa’t isa: P200 milyon sa senador, P80 milyon sa kongresista kada-taon. Naging bilyong piso ang sa Presidente. Lumala ang kurakutan.

 

Buo-buo binulsa ang pondo sa kunwaring “flood control projects”, mga pekeng dredging ng ilog. Pati mga kongresista sa Metro Manila, Metro Cebu at Metro Davao ay bumili kunwari ng fertilizer para sa mga taniman na wala naman doon. Naging daan-bilyon ang sa Presidente.

Patuloy sila binatikos ng journos. Muli binago nila ang tawag sa pork: Disbursement Acceleration Program.

Binawal ng Korte Suprema ang pork nu’ng 2014. Hindi­ na puwede magkaproyekto ang mga mambabatas dahil tungkulin ‘yon ng ehekutibo. Hindi na rin puwedeng mamili ng infra-project ang Presidente kasi tungkulin ‘yon ng kongreso. Hindi sila tumigil. Ngayon tig-daan-bilyon piso na bawat isa. Banat pa rin ang journos.

Gamit ang pondong kinurakot, binobo ng pamunuan ang madla. Napaniwala nila ang tao na malinis sila at bulaan ang journos. Sa survey ngayon, 40% ng Pilipino ang nagsasabing sanhi ng fake news ang journos; 37% lang ang naniniwalang galing ang fake news sa pambansang pulitiko, at 30% sa lokal na pulitiko.

Siyam sa bawat 10 Pilipino ang nag-aalala sa dagsa ng fake news, ayon sa Pulse Asia survey nu’ng September. Mas dumami na sila; nu’ng February, 7 sa 10 ang takot sa fake news, anang Social Weather Stations.

Siyamnapung porsiyento ng Pilipino ay nakapanood, dinig at basa na ng fake news tungkol sa gobyerno at politika, ulat ng Pulse Asia. Ito raw ang mga sanhi: social media­, 68%; tv, 67%; radio, 32%; kaibigan/ kakilala, 28%; pamilya/ kaanak, 21%; lider komunidad, 4%; dyaryo, 3%; lider reli­hiyon, 1%.

Ito ang nakakabahala sa akin. Paniwala ng 68%, mga social influencers/bloggers/vloggers ang pangunahing nampe-fake news tungkol sa gobyerno at politika; journa­lists, 40%; pambansang pulitiko, 37%; panlokal na politico, 30%; lider sibika/NGO, 15%; negosyante, 11%; akademya/ guro, 4%.

 

Bilang journalist nang 44 taon, mahalaga sa akin ang imahe namin. Kredibilidad lang ang puhunan namin. Kung hindi kami pinaniniwalaan ng madla, walang saysay ang krusada namin para sa katotohanan at laban sa katiwa­lian. Maraming journo marahil ang pinagdududahang nam­bobola lang pabor o kontra sa gobyerno at pulitika. Nababalewala ang sakripisyo ng iba, bingit-buhay pa, para sa Diyos at bayan.

Masaklap na mas konti ang naniniwala na nang-uuto ang pambansa at panglokal na pulitiko. Sila, hindi ang journo, ang may motibong lokohin ang taumbayan. Kara­mihan sa kanila ay nais maluklok hindi para magsilbi kundi dahil sa ambisyon, para mangurakot at para panatilihin ang political dynasties.

Wala pang journo na nandambong o nagtatag ng dynasty. Sa pulitiko, daan-daan na—mga mag-ama, mag-asawa at magkapatid na nag-Presidente, VP, senador, kongresista, governor, mayor.

Hindi makapaniwala ang daan-milyong fans ni Anthony­ Bourdain nang magbigti siya ng sarili sa kuwarto sa Paris­ hotel nu’ng 2018. Naalala nina Pinoy journos Tony, Iris at Butch ang paghanga nila nang makapanayam siya ilang buwan bago ‘yon sa isang Malate bar. Tuluy-tuloy umano­ ang pagtungga niya ng SanMig, pagpapatawa at pagkuwento ng mga lugar na napuntahan at pagkaing natikman.

Simple lang ang format ng tv show niya. “Iniikot ko ang mundo, kumakain ng anu-ano, at ginagawa ang nais,” aniya. At ‘yon ang kinainggitan ng mga tagahanga kaya pinapanood siya.

Dalawang dekada bago nu’n, chef siya na nangangarap­ magsulat. Walang inimbentong bagong recipe pero pinamumunuan ang pagluto ng daang putahe sa restoran. Nalulong sa droga. Nang ilathala ang libro niyang “Kitchen Confidential” bigla siyang sumikat.

 

Naging sobrang aksyon ang buhay ni Anthony. Halos buong taon palundag-lundag ng continente para mag-shooting. Isang araw nasa India, kinabukasan nasa Iceland, tapos Buenos Aires, Sydney, Shanghai. Parating maliksi at masaya on-camera.

Off-cam marami palang gusot. Sira ang dalawang kasal, una ru’n sa Italyanang artistang Asia Argento. Mara­ming sakit; nag-i-steroid at human growth hormone. Malungkot, insecure sa sarili, naglalasing.

“Muhi ako sa fans ko, muhi ako sa trabaho ko, muhi ako sa buhay ko,” tinext niya sa misis ilang buwan bago magpatiwakal. Pero nu’ng gabi bago sa Paris, matapos ang shooting sa Germany, nag-bar-hopping sila ng tv crew. Walang patid ang patawa at daldal niya, parang ang dating­ Anthony, anang isang kasama. Walang pangitain ng trahedya, ulat ni Charles Leerhsen sa aklat na “Down and Out in Paradise”.

Nagkaka-trahedya, ani Oscar Wilde, kung puro tagum­pay at walang kasawian, paalala ng Economist. “Ano’ng gagawin mo,” tanong ni Anthony sa fans sa Italy, “kung makamit mo na lahat ng pangarap?”

TURISMO ang pinakamabisang pampaunlad ng ekonomiya­. Sa bawat turista kumikita lahat mula sa maya­mang may-ari ng resort at hotel, hanggang sa maliliit na empleyado at nagtitinda ng banana-que sa kanto.         

Dalawang taon mula mag-pandemic lockdown panahon­ nang magbiyahe muli. Mahal man ang gasolina at pasahe, paganahin ang makakating paa. Ugaliin lang mag throat gargle, face mask at hugas-kamay para iwas sa sakit.

Ikutin muli ang Pilipinas. Handa ang tourist spots sa dagsa ng biyahero. Pinaganda ang mga air at sea ports, pasilidad sa resort, at kaligtasan sa bundok at dagat. Sinanay ang serbidora at nagbebenta ng souvenirs na pakibagayan ang turista.

 

Payo ko, makipagtawaran sa presyo ng resort at hotel. Pero ang matitipid dito ay gastahin sa maliliit na negosyante. Tangkilikin ang mga turu-turo para matikman ang lokal na pagkain. Mamakyaw ng lokal na paninda sa palengke bilang pasalubong. Bumili ng souvenirs, prutas at kakanin sa side­walk vendors.

Ito’y para umikot ang pera sa lugar nila. Ang kinikita nila ay ipangbibili rin ng pagkain doon, materyales sa munting­ negosyo, at pangangailangan ng mga anak. Tulungan sila.

Dagdag pang payo: huwag na tumawad sa maliliit na manininda. Humingi na lang ng dagdag na binebenta niya. Kada­lasan nakapaloob sa presyo niya ang budget sa bahay sa araw na iyon. Kumbaga, ‘yon ang kailangan niyang iuwing pera para sa pagkain, tubig, kuryente, upa at cellphone load. Kung ang paninda ay mabubulok, tulad ng pagkain, taos-puso niyang ibibigay ang dagdag. Maghihiwalay kayo mula sa tran­saksiyon na parehong magiliw ang pakiramdam. Buod ng turismo na makinabang ang turista at lokal.

Nag-budget ang mga kongresista ng P183 bilyong flood controls nitong 2023. Kukupitin nila ito. Walang magaganap na dredging ng ilog o pagtayo ng dam. Sa tag-ulan, libu-libo na namang bahay at tindahan ang babahain; milyong tao ang masasalanta; daan-daan ang mamamatay.

Ang pork barrels ng mga kongresista ay nakapaloob sa Flood Management Programs (FMP). Hindi titiyakin ng state auditors kung totoong may inalis na putik o basura sa ilog. Paparti-partihin lang ang P183 bilyon ng mga taga-super majority sa House of Reps. Mas malapit sa pamunuan, mas malaki ang parte. Bilang pakisama, bibigyan din ang ilang taga-mini minority.

Isiningit ang P183-bilyong FMP sa budget ng Department of Public Works and Highways. Ni-negotiate ng mga kongresista ang kani-kanilang FMP nu’ng budget hearings, Oct.-Nov. 2022. DPWH regional directors at district engineers lang ang nakakaalam kung magkano eksakto ang mapupunta sa bawat kongresista. Bawat engineering district ay binubuo ng isa o mahigit na congressional districts.

 

Isinisingit taun-taon ang FMP mula nang ibalik ang Kongreso nu’ng 1987. Ninakaw lang ang trilyon-pisong FMP nitong nakaraang 35 taon. Hindi nabawasan ang baha. Lumaganap at lumalim pa nga.

Tuwang-tuwa ang mga kongresista sa delubyo sa mga bahayan at bukirin. Palusot ito para sa mas malalaking FMP sa susunod na taon.

Lumolobo ang FMP ng kongresista habang lumalawig ang termino. At mas lumalaki pa sa pagmana sa congressional seat ng asawa, anak, kapatid, magulang. Habang may political dynasties, merong pekeng flood controls. Tumitiba sila sa pagdurusa ng taumbayan.

MAGTAYO nang matibay na istasyon sa Ayungin Shoal. Maga­gamit itong pang-militar, pangisdaan, komunikasyon, transportasyon at enerhiya. Maigigiit ang karapatan natin sa nakapaligid na West Philippine Sea.

Ang Ayungin ay 105 nautical miles mula Palawan, sa loob ng 200-mile exclusive economic zone ng Pilipinas. Tradisyonal­ na pangisdaang Pilipino, pinapaligiran ito ng bato’t bahura, 11 milya ang haba at 27 metro ang pina­ka­malalim. Nasa gilid ito ng 886,000-ektaryang Recto Bank, kung nasaan ang Sampaguita oil at gas fields.

Dalawampung milya mula Ayungin ay Panganiban Reef na inagaw at kinonkreto ng China nu’ng 1995. Mula Panga­niban binu-bully ng China Coast Guard ang isinadsad sa Ayungin nu’ng 1999 na BRP Sierra Madre. Pinapalibutan­ ito ng CCG gunboats at wino-water cannon ang mga bangkang Pilipino na nagdadala ng pagkain at kagamitan sa 10 sailors sa Sierra Madre.

 Nitong huli, binaril ng CCG-5205 gunboat ng military grade laser ang BRP Malapascua. Nasunog ang balat at pansamantalang nabulag ang Malapascua crew.

Sinisira ng kalawang at tubig-dagat ang Sierra Madre. Hinihintay na lang ng China na kumulapso ito para agawin ang Ayungin. Tapos nanakawin ng China ang langis at gas sa Recto.

Mas maraming Filipino sailors ang maitatanod sa permanenteng Ayungin outpost. Para konting pinsala lang sa kalikasan, maaring jacked-up oil rig ang entablado.

Magagamit na lighthouse at communication tower ang­ rig, panggiya sa nabigasyon sa ere at dagat. Makakadaong ang mangingisdang Pilipino kung may bagyo. Makakabitan ng mini-hydros ang pagitan ng mga bato’t bahura panglikha ng kuryente mula sa agos.

Mula sa Ayungin base mapapatrulyahan ng Pilipinas ang Escoda Shoal 36 kilometro mula ru’n at nasa gilid din ng Recto.
